In this respect, it is vital that ships keep moving, ports remain open so goods transit smoothly, while ensuring that that border agencies can safely undertake all necessary controls.
In particular, UNCTAD believes that International cooperation on these points is vital not only to mitigate the effects of the pandemic but also to create the basis for recovery. On the contrary, a policy aimed at protectionism could only make the crisis even more negative, delaying recovery.
